It might not be worth it cause Fallout 2 only uses a limited palette of colours hence why the images look a little "crusty", you can probably tell by looking at the Talking Heads in this video. I'm working on an addon mod for the Restoration Project that aims to add Talking Heads (the portraits that appear when talking to characters like Sulik) to relevant characters. So far this is a work in progress but almost every location has at least a couple of NPCs with an animated portrait.
